Fatwa number ( 17974 )
Q: I went to perform the obligatory Hajj last year, and I was performing ifrad. It happened that I removed my ihram garments and cut some of my hair, and that was before standing at 'Arafah . Please inform me, may Allah reward you, what should I do?
A : If you shortened your hair and removed your ihram garments after you had performed tawaf and sa'y, then that is considered a partial exit from 'Umrah. Consequently, you are considered to be performing tamattu', and you are obligated to offer the sacrificial animal; based on the saying of Allah the Exalted:[Al-Baqarah 2:196] the verse. You must slaughter it now in Makkah as a make-up, and if you are unable to do so, you must fast for ten days. If you had not performed tawaf and sa'y before shortening your hair, then this is considered an act of a prohibited matter that was excused due to ignorance, and it does not affect the ifrad of the Hajj. On the correct opinion, there is no expiation required of you for this.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals
فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
