One owns money that does not reach the nisab and has lent money as well; is it combined for zakah?

The first question of fatwa number ( 14679 )
Q1: I have coins whose value does not reach the nisab, and I have coins that I lent to some of my brothers. If I combine them with the coins I have on hand, they reach the nisab. I do not know when I will receive these lent coins back, whether after two, three, or four years; I do not know when I will get them. Is this considered a nisab, or is the nisab only what is in my possession? And if this is considered a nisab, is it obligatory for me to pay zakah on the coins I lent to some of my brothers, or do I only pay zakah on the coins in my possession? I inform you that I am not a merchant, but I am a worker. Please advise us; may Allah reward you.
A1: Zakah is obligatory on money when a lunar year has passed over it and it reaches the nisab by itself or by combining it with other zakatable items, such as money lent to a wealthy person who is not delinquent. If the borrower is unable to pay and what you have does not reach the nisab, then zakah is not obligatory. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
