Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner: the Chairman of the Friends of the
Saudi Red Crescent in Najran , referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (7204) and date 30/11/1418 AH. The questioner asked a question, the text of which is as follows: By the directives of His Royal Highness the Prince of the Najran Region, the Friends of the Saudi Red Crescent in Najran committee was formed, and consequently a donation account was opened at the Bank of Riyadh for the benefit of the committee, which in turn spends on the projects and objectives of the association in the region. Among the duties and activities of the Saudi Red Crescent is providing emergency medical services to patients and victims resulting from accidents on roads or within cities, and even transporting them to the nearest health center or hospital, as well as educating and training members of the community on first aid and rescue. Therefore, we hope to be informed about the permissibility of accepting zakah funds for this charitable facility.
After the Committee studied the question, it answered that it is not permissible to pay zakah except in its lawful categories that Allah the Exalted specified in His saying:[At-Tawbah 9:60] ,
therefore it is not permissible to pay it for the aforementioned medical services or any other charitable projects; rather, those projects are funded from voluntary donations and non-obligatory charity. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise.
إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَابْنِ السَّبِيلِ فَرِيضَةً مِنَ اللَّهِ وَاللَّهُ عَلِيمٌ حَكِيمٌtherefore it is not permissible to pay it for the aforementioned medical services or any other charitable projects; rather, those projects are funded from voluntary donations and non-obligatory charity.
