Q: The time for prayer has arrived and he is in his car, he is not in a state of ritual purity, and he is unable to perform dry ablution, so how does he pray?
A: If the time for prayer arrives and the person is in his car while traveling, he should stop his car and perform ablution if he finds water. If that is difficult for him, he should perform dry ablution. He may combine the midday and afternoon prayers, either advancing them to the midday time or delaying them to the afternoon time, and likewise for the sunset and night prayers.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
