The second question of Fatwa No. ( 18733 )
Q2: If a person in a state of major ritual impurity wakes up for the dawn prayer and finds no water . Is dry ablution or wiping permissible for him?
A2 : If a person in a state of major ritual impurity is in a place where there is no water and it is difficult for him to obtain it from others, he should perform dry ablution and pray; based on the saying of Allah the Exalted:[Al-Ma'idah 5:6] . However, if he is in a town and can search for water and obtain it, he must perform the full ritual bath, and dry ablution is not sufficient for him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

and do not find water, then seek clean earth and wipe over your faces and hands with it
فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا فَامْسَحُوا بِوُجُوهِكُمْ وَأَيْدِيكُمْ مِنْهُ
