Q: A group of citizens in this town previously collected a sum of money to build a specific mosque. Then, the Al-Burayhim Charitable Foundation undertook the construction of this mosque for a sum of four million riyals. The amount is still available, having been held for more than four years. A need has arisen to expand another mosque that is in dire need of expansion, as the worshippers there pray in the sun on Fridays. We wish to expand the mosque and need this available amount, but we found it difficult to dispose of it until we seek your ruling. Therefore, we hope you will issue a ruling on this matter.
A: If it is possible to obtain the permission of the owners of this sum of money to transfer their funds to another mosque, that is the obligatory course of action. If that is not possible, then spending this money on building another mosque is the required course of action; because mosques are of one kind, and this aligns with the intention of the donor. It is hoped that all will receive reward from Allah (Glorified and Exalted is He) for this. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
