Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the General Manager of the Branch of the Ministry of Islamic Affairs, Endowments, and Guidance in the
Riyadh region, Abdullah ibn Muflih al-Hamid , and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (974) and date 11/2/1418 AH. The letter from his Eminence stated: I submit to your Eminence the complete file regarding the request of the citizen: (R. R.) to establish a mosque on the donated land in the industrial zone. He will undertake its construction at his own expense, except that he indicated that the mosque will be on the first floor, while the ground floor will be built with commercial shops belonging to the donor, and the second floor will be housing for the imam and the muezzin. We hope your Eminence will express your opinion on the possibility of establishing the mosque as indicated. Attached to this file was a letter from the donor, which stated: I inform your Excellency that I own the plot of land number (20) located in the industrial zone at the end of al-Jami'ah Street from the eastern side, and also on al-Ishrin Street, which is the end of the industrial zone from the east. This area is crowded with commercial shops and workshops. I have searched in this area for land designated for a mosque, and we did not find any, nor is there currently a mosque where prayer is performed. Therefore, we wanted to establish a mosque
on our aforementioned land, which is currently rented out as shops and workshops. We wish to establish a mosque on the first floor, and two apartments for the imam and the muezzin, with the ground floor being shops. We are ready to build the mosque at our own expense, as quickly as possible, so that Allah may benefit the Muslims with it. May Allah guide you and everyone who contributed to completing this charitable project.
