Q: We are a group of Muslim students studying in Poland to obtain doctoral degrees. We have resolved to establish a mosque for prayer in one of the cities of this country, and by the grace of Allah the Exalted, we have collected a sum of money from various sources to achieve this purpose. Some of it came from those residing in Poland, and some from our Muslim brothers in the Federal Republic of Germany. No actual procedures for building this mosque have been completed yet, but we are awaiting the approval of the competent authority to build it on a plot of land whose owner has agreed to sell it to us. And, if Allah wills, the procedures for purchasing the land and construction will begin in the near future. During this period, we have encountered some issues that we wish to present to your Eminence for an answer that you deem appropriate, in accordance with the matters of the pure Shari'ah, and in a way that serves Islam and Muslims. These issues are: 1 - One of the Muslim brothers collected some of these donations from the Muslim community in the city of Poland, amounting to approximately 10,000 dollars. After the delay in executing the mosque project and the emergence of a need for this amount to purchase a plot of land in ( Egypt ) to build another mosque on it,
this brother requested the return of the amount he had collected from the Muslims who donated with the intention of establishing a mosque in this city of Poland, and some of them have traveled after the end of their studies. Do you see that we should return this amount to the brother who is requesting it to achieve the other goal, or what? Guide us, may Allah reward you with good for us. 2 - The brother who is holding the donated amount for establishing the mosque, which is worth approximately 10,000 dollars, may travel after a short period due to the end of his studies, and there is no other person willing to take on the responsibility, so he would leave the amount with him. What is the solution, and should we place it in the bank? Knowing that banks give mandatory interest. We request clarification. 3 - If, may Allah forbid, the process of establishing this mosque fails, do you see that the amounts should be returned to their owners if they are present and the amount they donated is known, or should these funds be spent on matters of religious da'wah, in its various forms, in this country? We request clarification. May Allah guide you and protect you, and reward us with all good.

is not to be spent on anything else. Second: There is no harm in placing the money in the bank if a trustworthy person to keep it is not available. Third: If establishing this mosque is not possible, the collected amounts are to be spent on establishing a mosque in Poland, wherever possible. If that is not possible, they are to be spent on building a mosque that Muslims need in a country similar to Poland, in that it is not Islamic and the Muslims there are a minority in need of support and assistance in establishing mosques. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
