The third question of Fatwa No. ( 18218 )
Q 3: Allah the Exalted said in Surat Hud, regarding the people of the Fire:[Hud 11:107], and He followed this verse with a mention of the people of Paradise, so Allah the Exalted said:[Hud 11:108]
We seek your guidance regarding the mention of that will in both groups?
A 3: The exception by will in these verses does not mean that the believers will not abide eternally in Paradise, or that the disbelievers will not abide eternally in the Fire. Rather, the exception in them came to affirm the will of Allah the Exalted, and that it is established in every state, so it does not fail in any state. Therefore, Allah the Exalted followed the state of those who were wretched with His saying:[Hud 11:107], and from His action the Exalted is that He wills to make the disbelievers abide eternally in the Fire, and the believers abide eternally in Paradise. Therefore, in their state, after mentioning the will, He said: [Hud 11:108], which is the permanent, continuous one that does not cease. It was also said: The exception in the state of those who were wretched is to exclude the disobedient believers who are monotheists, for they did not enter it except because of their wretchedness, but it is less than the wretchedness of the disbelievers, so the will came to exclude them. As for the verse of those who were blessed, the text after it is decisive that their pleasure is permanent and does not cease, and this is the meaning of eternal abode. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

[They will be] abiding therein as long as the heavens and the earth endure, except what your Lord should will. Indeed, your Lord is an effecter of what He intends.
خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالأَرْضُ إِلا مَا شَاءَ رَبُّكَ إِنَّ رَبَّكَ فَعَّالٌ لِمَا يُرِيدُabiding therein as long as the heavens and the earth endure, except what your Lord should will - a bestowal uninterrupted.
خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالأَرْضُ إِلا مَا شَاءَ رَبُّكَ عَطَاءً غَيْرَ مَجْذُوذٍWe seek your guidance regarding the mention of that will in both groups?
