Q2: What is the ruling on reciting two hizb in the mosque in congregation every day , and is it considered a daily portion, and what is the ruling of the Shari'ah regarding this recitation?
A2 : Reciting the Qur'an carries great reward with a sincere intention in
the mosque and elsewhere, and at any time, but one should recite whatever is easy for him from the Qur'an. It is reported that one should recite Ayat al-Kursi when going to sleep, and after every prayer following the prescribed dhikr, and recite (Surat al-Ikhlas and the two Mu'awwidhat) three times when going to sleep, and three times after Maghrib and after Fajr, and once after Zuhr, 'Asr, and 'Isha', along with striving in the types of dhikr and du'a' in the morning and evening, and with the lawful dhikr and du'a' when going to sleep. All of this is explained in the books of dhikr, such as (Riyad al-Salihin), (al-Targhib wa al-Tarhib), and (al-Wabil al-Sayyib) by Ibn al-Qayyim . As for reciting the Qur'an in congregation with one voice, this is not prescribed. However, for the purpose of review and learning, it is recommended. The Prophet (peace and blessings be upon him) used to review the Qur'an with Jibril once a year in Ramadan, and in the last year he reviewed it twice. It is authentic from the Prophet (peace and blessings be upon him) that he said:
those persons who assemble in the house among the houses of Allah (mosques) and recite the Book of Allah and they learn and teach the Qur'an (among themselves) there would descend upon them tranquility and mercy would cover them and the angels would surround them and Allah mentions them in the presence of those near Himما اجتمع قوم في بيت من بيوت الله يتلون كتاب الله ويتدارسونه بينهم إلا نزلت عليهم السكينة، وغشيتهم الرحمة، وحفتهم الملائكة، وذكرهم الله فيمن عنده
Sahih Muslim 2699a
. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
