A vow to perform Hajj for his deceased father, but the Hajj authorities prevented him from performing it

Machine translationRead the Arabic original
The second question of Fatwa No. ( 13462 )
Q 2: I said to myself: If Allah grants me success, I will perform Hajj for my deceased father (may Allah have mercy on him). However, the Ministry of the Interior has prohibited those who have previously performed Hajj from going again except after five years. I am a resident here, and I only fear that I may go to my country before this period has passed. What must I do?
A 2: It is obligatory for you to fulfill the vow, even if it is after five years; because you did not specify a certain time for its performance. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
