Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Director of the Dawah and Guidance Center in Jeddah Province, tasked with his letter No. (798 \ 9 \ 20 \ J)
and dated 12 \ 10 \ 1420 AH, accompanied by the inquiry submitted by His Excellency the Acting Head of the Authority for Promoting Virtue and Forbidding Vice in Jeddah Province, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with No. (2515) and dated 24 \ 4 \ 1421 AH. His Excellency asked a question, the text of which is as follows:

We attach to your Excellency a medical leaflet found inside one of the medicines sold in the pharmacies in Jeddah for a drug named (Solkoseril). It was noted that the first ingredient in the composition of this drug is from blood extract free of protein (5%). It is not hidden from your Excellency the prohibition of blood, as Allah the Exalted said:
Prohibited to you are dead animals, blood, the flesh of swineحُرِّمَتْ عَلَيْكُمُ الْمَيْتَةُ وَالدَّمُ وَلَحْمُ الْخِنْـزِيرِ
[Al-Ma'idah 5:3]
the verse. We hope that your Excellency will review this and graciously present the issue to the honorable Permanent Committee for Ifta; to know the ruling of the Shari'ah in it and to kindly send us the Committee's answer.

After the Committee studied the inquiry, it answered that after consulting the specialists, it became clear that what the questioner mentioned is correct, namely that the drug named (Solkoseril) is extracted from blood free of protein. Based on this, it is not permissible to treat with the aforementioned drug; for what was narrated from the Prophet (peace and blessings be upon him) that he said:
Allah has sent down both the disease and the cure, and He has appointed a cure for every disease, so treat yourselves medically, but use nothing unlawful.إن الله أنزل الداء والدواء، وجعل لكل داء دواء، فتداووا ولا تداووا بالمحرم

narrated by Abu Dawud, and it is a good hadith, and it is corroborated by the hadith of Abu Hurayrah in the Sunan, in which he said:
God’s messenger prohibited unclean medicineنهى رسول الله صلى الله عليه وسلم عن الدواء الخبيث
Mishkat al-Masabih 4539
. And its chain is strong. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
