Q 2: What is the meaning of the saying of the Prophet (peace and blessings be upon him):
Were it not that you commit sins and seek forgiveness, Allah would have brought a people other than you who would commit sins and seek forgiveness.لولا أنكـم تذنبون وتستغفرون لأتى الله بقوم غيركم يذنبون ويستغفرون

A 2: The hadith you mentioned in this wording is not authentic. The authentic text is the saying of the Prophet (peace and blessings be upon him):
By Him in whose hand my soul is, if you had not sinned God would have removed you and brought a people who sin, then ask God’s pardon and are forgiven.والذي نفسي بيده لو لم تذنبوا لذهب الله بكم وجاء بقوم يذنبون فيستغفرون الله فيغفر لهم
Mishkat al-Masabih 2328
It was narrated by Muslim from Abu Hurayrah , tracing it back to the Prophet (peace and blessings be upon him). The meaning of the hadith we mentioned is: If the sins of the children of Adam had not occurred,
Allah would have removed them from this life and brought in others who would commit sins and seek forgiveness from Allah, and He would forgive them. But the reality is that the children of Adam commit sins, and some of them seek forgiveness from Allah, so Allah forgives them. For this reason, He kept them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
