The fourth question of Fatwa No. ( 4263 )
Q4: What is the ruling on a man who has six, seven, or five children, but does not have the means of livelihood? Is it permissible to cut off the children, or is it forbidden?
A4: It is not permissible to use what cuts off the children for the reason mentioned; because their provision is upon Allah (Glorified and Exalted is He). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
