Entering Makkah and then leaving while intending to perform Hajj: from where should he enter the state of ihram?

Machine translationRead the Arabic original
The second question of Fatwa number ( 12812 )
Q2: A pilgrim intends to perform Hajj, but he has a purpose in Makkah and then in al-Madinah , and he passed the Miqat without entering the state of ihram, and entered Makkah , then traveled to al-Madinah and entered the state of ihram from al-Madinah as a pilgrim. What is the ruling on his actions, and what is the legal ruling in this matter?
A2: As long as the pilgrim went out to the Miqat of the people of al-Madinah and came [to Makkah] in a state of ihram, he owes nothing for entering without ihram. It would have been better for him to enter from the Miqat in a state of ihram. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
