The second question of Fatwa No. ( 2173 )
Q2: If a person performs Hajj on behalf of a deceased person or an old man who has never performed Hajj before and has no money other than the money of the one who appointed him, should he perform his own Hajj first or the Hajj of the one who appointed him?
A2: It is not permissible for a person to perform Hajj on behalf of another before performing his own Hajj. The basis for this is what was narrated by Ibn 'Abbas (may Allah be pleased with them both)Mishkat al-Masabih 2529 . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

God's messenger heard a man say, “ Labbaik on behalf of Shubruma." He asked who Shubruma was, and the man replied, “A brother of mine," or “a relative of mine." He asked whether he had performed the pilgrimage on his own behalf, and when he replied that he had not, he said, “Perform the pilgrimage on your own behalf, then perform it on behalf of Shubruma."
