Q3: What is the ruling on one who performs Hajj from the ruler's expenses? Meaning: If a ruler among the rulers wishes to give his subjects a sum of money and tells them: Perform Hajj with this money, is it permissible for them to perform Hajj with it or not? And if they perform Hajj with it, does the Hajj of Islam become waived for them? Mention the evidence for what you say.
A3: It is permissible for them to do so, and their Hajj is valid; due to the generality of the evidence.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
