The moisture from wiping the head did not reach the skin

Machine translationRead the Arabic original
The fourth question of the fatwa numbered (9256)
Q 4: A man performed wudu' and wiped his head with water, but the hair on his head is standing up and raised by approximately five centimeters or more. The point is that this hair prevents the water from reaching the skin. Is his wudu' valid or what are the consequences for him?
A 4: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions... And after: His wudu' is valid, even if the moisture from the wiping did not reach the skin.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
