The third question of Fatwa No. ( 7175 ):
Q3: A man has studied the Qur'an, but a year has passed for him without him reciting the Qur'an, so what is the ruling of the Shari'ah regarding his neglect of the Qur'an?
A3: That is not permissible, and it is obligatory for the scholars around him to advise him and explain the virtue of its recitation, reflection upon it, and taking a lesson from it, hoping that he will take a lesson and turn to its recitation. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
