Fatwa No. ( 1377 ):
Q: The content is that the questioner has not obtained residency because of his aversion to images, as he heard that images are forbidden. He has a pressing need for residency and asks whether it is permissible for him to have his picture taken in order to obtain residency given the severity of his need for it?
A: The original ruling regarding photography, carrying images, and keeping them is that it is forbidden; because the Prophet (peace and blessings be upon him) cursed the image-makers. However, if a person is compelled to obtain residency for matters of his life, such as moving from one place to another, or taking up a job upon which his livelihood depends, and obtaining it is contingent upon having images, then it is permissible for him to have his picture taken for the sake of dire necessity only. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
