The first question of Fatwa number ( 6901 ):
Q1: What is the ruling on one who places his goods or necessities, or wraps them, in books
or paper containing surahs and verses from the Noble Qur'an
and the pure Sunnah, and a person rebuked him for it, but he replied, saying — that is, the one who places the goods — : "There is no harm in this and no danger in it," and he continued in this practice, saying: "I find no paper other than this," knowing that he reads and writes, and this is a common phenomenon among us. So what is Allah's ruling on this action? And should I walk in the street bowing to collect those verses and surahs that are frequently thrown on the ground, while people mock me? What should I do to remove this widespread evil?

A1: First: It is not permissible for a Muslim to place his goods or necessities in paper on which surahs and verses from the Noble Qur'an or the Prophetic hadiths are written, nor to throw what is written with that into the streets, alleys, and dirty places; for that involves the humiliation and violation of the sanctity of the Qur'an, the Prophetic hadiths, and the remembrance of Allah. The claim that he finds no paper other than this is a claim that reality refutes, for there are many means of preserving goods, and they are sufficient to dispense with using what is written with the Qur'an and the Prophetic hadiths or the remembrance of Allah. It is merely laziness and weakness of faith. Second: It is sufficient for you to exit from sin and difficulty by advising people not to use what was mentioned in a way that involves humiliation, and by warning them against throwing it into garbage bins, streets, alleys, and the like. You are not obligated
to do what brings you difficulty, such as making it your duty to collect what is scattered of that in the streets and the like. Rather, you should remove what is easy for you to remove without hardship or difficulty. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
