The second question of Fatwa No. ( 9785 ):
Q2: Some people visit the grave of the Prophet of Allah, Yunus (peace be upon him), and they circumambulate around the grave. They place items at the grave, which is enclosed in a room of glass and aluminum with windows; through these windows, they place bags of sweets, such as (jalebi), and some place money, while others place pieces of green cloth. Allah knows best the secrets of people; did they intend by this action to seek the Face of Allah alone, or did they intend to draw near to Allah through this Prophet? These sweets, money, and pieces of cloth are collected by the endowments, except that some of those in charge of this mosque distribute some of the sweets for the sake of (blessing), and the pieces of cloth are sold in the form of strips 20 cm long and 5 cm wide for half a dinar. Then the buyer puts it in his hand or pocket in order to ward off harm or out of fear that he might be afflicted with evil. As for the money, Allah knows best about it. So, is eating these sweets lawful or forbidden? May Allah reward you with the best reward.
A2: (a) Visiting graves for other than women is a recommended practice (sunnah); based on the saying of the Prophet (peace and blessings be upon him):
Visit the graves, for they will remind you of the Hereafter.زوروا القبور فإنها تذكركم بالآخرة

. (b) It is not permissible to circumambulate around the grave of a Prophet or anyone else, and it is not permissible to place food, whether sweets or otherwise, at the grave, nor cloth, nor money. Rather, that is shirk (associating partners with Allah) if the intention is to draw near to the occupant of the grave, whether he is a Prophet or otherwise.
(c) What you mentioned about the aforementioned grave is not correct; because the grave of none of the Prophets is known, neither Yunus (may Allah’s peace and blessings be upon him) nor anyone else, except the grave of the Prophet Muhammad (peace and blessings be upon him) and the grave of Ibrahim al-Khalil (peace be upon him) in Palestine . And whoever claims that the grave of Yunus or any other of the Prophets is known has either lied or believed some of the liars. (d) Even if the grave of Yunus or anyone else were known, it would not be permissible to exaggerate in it, nor to draw near to it with any of the acts of worship, nor to offer sweets and rags to it, nor to rub against it, nor to ask it for any of one’s needs; based on the saying of Allah the Exalted:
And [He revealed] that the masjids are for Allah, so do not invoke with Allah anyone.وَأَنَّ الْمَسَاجِدَ لِلَّهِ فَلا تَدْعُوا مَعَ اللَّهِ أَحَدًا
[Al-Jinn 72:18]
and His saying the Exalted:
And if Allah should touch you with adversity, there is no remover of it except Him; and if He intends for you good, then there is no repeller of His bountyوَإِنْ يَمْسَسْكَ اللَّهُ بِضُرٍّ فَلا كَاشِفَ لَهُ إِلا هُوَ وَإِنْ يُرِدْكَ بِخَيْرٍ فَلا رَادَّ لِفَضْلِهِ
[Yunus 10:107]
the verse. (e) The sweets and other things offered to the graves have no special status, and they do not acquire any blessing thereby. It is obligatory to take them and distribute them among the poor; because they are wealth from which their owners have turned away. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
