The fourth question of Fatwa No. ( 6899 ):
Q4: Is it correct for some Muslims to say: that the rulers of the Muslims are among the awliya (close friends of Allah), even if they are among the most sinful of open sinners?
A4: This statement is not correct. Rather, an open sinner is an open sinner, whether he is among the first or the last, among the rulers or others. And a wali (close friend of Allah) is a wali (close friend of Allah), whether his time was early or late. Time does not change the attribute of a person, neither his status as a wali (close friend of Allah) nor his open sinfulness. The awliya (close friends of Allah) are the people of faith and piety, as in Surat Yunus:[Yunus 10:62-63] . And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
