The Ruling on Zakah in Oils, Sugar, Spices, and Feed Seeds

Machine translationRead the Arabic original
The questioner: Is there zakah in oils, sugar, spices, and feed seeds, and if so, what is the evidence for that and what is its nisab? The Shaykh: The scholars (may Allah have mercy on them) differed regarding grains that are not eaten and do not serve as food: is there zakah in them or not?So some of them said: Some said that there is zakah in them due to the generality of the saying of Allah the Exalted:
O you who have believed, spend from the good things which you have earned and from that which We have produced for you from the earthيَا أَيُّهَا الَّذِينَ آمَنُوا أَنْفِقُوا مِنْ طَيِّبَاتِ مَا كَسَبْتُمْ وَمِمَّا أَخْرَجْنَا لَكُمْ مِنَ الْأَرْضِ
[al-Baqarah: 267].

And some of them said: Others said that zakah is not obligatory in them.
This is the closest view, which is that zakah is not obligatory except in food that is measured and stored. Accordingly, zakah is not obligatory in these seeds because they are not stored food. This opinion is the stronger one, and the original state is the purity of the conscience until evidence establishes the obligation.

Al-Bukhari narrated the saying of the Messenger (peace and blessings be upon him): (There is no charity in fruit or grain less than five wasqs), and this is what is measured in the usual way, which is eaten and stored.
