Question: From Abdul Aziz ibn Abdullah ibn Baz to the honorable brother / A. R. N. (may Allah keep him safe). Peace be upon you, and Allah’s mercy and blessings. After that:
I refer to your letter number 885, dated 16/10/1411 AH, which stated the following: We submit to your eminence the following question: We live in the Qunfudhah area, which is approximately three hundred and fifty kilometers from the Noble Makkah. It is known that the miqat for the people of Yemen is Yalamlam, that is, al-Sa’diyyah. Since the road has become paved and easy today, praise be to Allah for His blessings, we observe some people taking a bath and wearing the ihram garments from the Qunfudhah area, which is approximately two hundred and sixty kilometers from the valley of Yalamlam, that is, al-Sa’diyyah. Is it permissible for them to take a bath and wear the ihram garments from their homes in the Qunfudhah area? And if it is permissible for them to do so, is it permissible for them to make the intention of ihram from their homes, or not? Please inform us, may Allah reward you, and write for you reward, and extend to you His help and success in serving Islam and Muslims.

Answer: I inform you that there is no blame on them for taking a bath, wearing the ihram garments, and applying perfume from their homes, due to their proximity to the miqat by means of cars. However, what is prescribed for them is not to enter the state of ihram except from the miqat. Entering the state of ihram is the intention to enter into the rites of pilgrimage; this is what ihram is. Then, it is prescribed for them, along with the intention, to verbalize the rite by saying: Labbaik ‘Umrah, or Labbaik Hajj, or O Allah, I have made ‘Umrah obligatory, or O Allah, I have made Hajj obligatory. Then they recite the prescribed talbiyah, which is: Labbaik Allahumma labbaik, labbaik la sharika laka labbaik, innal hamda wan ni’mata laka wal mulk, la sharika laka.
