The Shaykh : Hajj is not obligatory except upon one who has the means to perform it, as Allah the Exalted said:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Ali 'Imran 3:97]
So if you are unable to find the way to Hajj due to a lack of money, then there is no Hajj upon you. Even if you die in this state, there is no sin upon you, because the obligatory duty is dropped due to inability. Yes.
