The Shaykh : Praise be to Allah, Lord of the worlds, and I send prayers and peace upon our Prophet Muhammad, and upon his family and all his Companions. As for what follows:
It is not hidden from any of us that the Qur'an is the speech of Allah (Mighty and Majestic), as He the Exalted said:
And if any one of the polytheists seeks your protection, then grant him protection so that he may hear the words of Allah. Then deliver him to his place of safety وإن أحد من المشركين استجارك فأجره حتى يسمع كلام الله ثم أبلغه مأمنه
[At-Tawbah 9:6]
meaning until he hears the Qur'an. The meaning is not that this one who seeks refuge hears the speech of Allah Himself from Allah, but rather that he hears the Qur'an, which is the speech of Allah (Mighty and Majestic). And this Qur'an was revealed from Allah the Exalted, as Allah the Exalted said:
The revelation of the Qur'an is from Allah, the Exalted in Might, the Wise. تنزيل الكتاب من الله العزيز الحكيم
[Az-Zumar 39:1]
and as He the Exalted said:
(192) And indeed, the Qur'an is the revelation of the Lord of the worlds. (193) The Trustworthy Spirit has brought it down (194) Upon your heart, [O Muhammad] - that you may be of the warners - (195) In a clear Arabic language. إنه لتنزيل رب العالمين نزل به الروح الأمين على قلبك لتكون من المنذرين بلسان عربي مبين
[Ash-Shu'ara 26:192-195]

So the Qur'an was revealed from Allah (Mighty and Majestic), and its revelation was in parts, as He the Exalted said:
And those who disbelieve say, "Why was the Qur'an not revealed to him all at once?" Thus [it is] that We may strengthen thereby your heart. And We have spaced it distinctly. وقال الذين كفروا لولا نزل عليه القرآن جملة واحدة كذلك لنثبت به فؤادك ورتلناه ترتيلا
[Al-Furqan 25:32]
and He the Exalted said:
And [it is] a Qur'an which We have separated [by intervals] that you might recite it to the people over a prolonged period. And We have sent it down progressively. وقرآناً فرقناه لتقرأه على الناس على مكث ونزلناه تنزيلاً
[Al-Isra 17:106]
. And because its revelation was in parts, there are many benefits, which the scholars of exegesis mentioned in the principles of exegesis.
As for the saying of Allah the Exalted:
Indeed, We sent the Qur'an down during the Night of Decree. إنا أنزلناه في ليلة القدر
[Al-Qadr 97:1]
, the exegetes differed regarding it. Some of them said: "We revealed it" means "We began its revelation" on the Night of Decree. Thus, the Qur'an was first revealed on the Night of Decree, and then it was revealed continuously according to what the wisdom of Allah (Mighty and Majestic) requires.
And some of the scholars said: It was revealed in its entirety to the House of Preservation on the Night of Decree, and then it was revealed to the Prophet (peace and blessings be upon him) in parts thereafter.
But the first opinion is closer to the truth, because His saying:
Indeed, We sent it down. إنا أنزلناه
implies its revelation to the ultimate point of its revelation, which is the heart of the Prophet (peace and blessings be upon him). It is known that it was not revealed to the heart of the Prophet (peace and blessings be upon him) in its entirety on one night, but rather it was revealed in parts. So the meaning is:
Indeed, We sent it down. إنا أنزلناه
meaning: We began its revelation on the Night of Decree, and then it began to be revealed in parts according to what the wisdom of Allah (Blessed and Exalted is He) requires.
