The Meaning of the Saying of Allah the Exalted: (Indeed, it is We who have sent down to you the Qur'an, verse by verse).

The Shaykh : Then Allah the Exalted said to His Prophet Muhammad (peace and blessings be upon him):
Indeed, it is We who have sent down to you, [O Muhammad], the Qur'an progressively. إنا نحن نزلنا عليك القرآن تنزيلا
[Al-Insan 76:23]
The Qur'an is the speech of Allah that is in our hands in the mushafs, written in the mushafs, and preserved in the chests. It is the speech of Allah, sent down, not created. This is because Allah the Exalted mentioned in several verses that He sent it down to Muhammad (peace and blessings be upon him and his family). Sometimes He says:
We revealed it أنزلناه
and sometimes He says:
We sent down نزّلنا
This is because the Qur'an was sent down to the Messenger (peace and blessings be upon him and his family) bit by bit.
O you who have believed, believe in Allah and His Messenger and the Book that He sent down upon His Messenger and the Scripture which He sent down before يا أيها الذين آمنوا آمنوا بالله ورسوله والكتاب الذي نزّل على رسوله والكتاب الذي أنزل من قبل
[An-Nisa 4:136]
So the expression "sent down" (anzala) is used considering it as a whole, and the expression "sent down" (nazzala) is used considering it as divided, sent down bit by bit. Here He says:
Indeed, it is We who have sent down to you, [O Muhammad], the Qur'an progressively. إنا نحن نزلنا عليك القرآن تنزيلا
[Al-Insan 76:23]
meaning bit by bit.
