The first characteristic is action for Allah, the Mighty and Majestic, sincere for Him. The second is sincere advice to the leaders of the Muslims, that is, to those who rule over them, with what Allah has legislated in the Book of Allah and in the hadith of the Messenger of Allah (peace and blessings be upon him). These leaders must be given sincere advice, and that is part of the religion, part of the completion of the religion, as in Sahih Muslim, from the Prophet (peace and blessings be upon him), that he said They said, “For whom, O Messenger of Allah?” He said Sahih Muslim 55a And if the Muslim is sincere to the Muslim leader who rules over them with the law of Islam, this naturally is realized in the first characteristic and the last, which is conjoined to his saying (peace be upon him) He said that is, all the Muslims other than the leaders.
