However, you must know that 'Umrah is obligatory for the individual, and that it is obligatory for you to intend 'Umrah when you passed the miqat, then perform 'Umrah and return to Jeddah. But since the matter is as the questioner stated, that he went to Jeddah and there found people encouraging him to perform 'Umrah, so he entered the state of ihram from there and performed 'Umrah, we say there is no blame on him, and he owes no expiation, and this 'Umrah of his suffices for the 'Umrah of Islam.
