The questioner : Is it permissible for a poor young man who does not have the means or the costs of marriage to accept assistance from people of righteousness and goodness to help him with the intention of marriage, or does this fall under the category of begging?

The Shaykh : If he asks, it is from the category of begging. If he goes to people and begs from them, saying, "Give me so I can marry," this is from the category of blameworthy begging, because Allah says:
But let them who find not [the means for] marriage abstain [from sexual relations] until Allah enriches them from His bounty. وَلْيَسْتَعْفِفِ الَّذِينَ لا يَجِدُونَ نِكَاحًا حَتَّى يُغْنِيَهُمُ اللَّهُ مِنْ فَضْلِهِ
[An-Nur 24:33]
And the Messenger of Allah (peace and blessings be upon him) said:
Young man, those of you who can support a wife should marry, for it keeps you from looking at strange women and preserves you from immorality; but those who cannot should devote themselves to fasting يا معشر الشباب! من استطاع منكم الباءة فليتزوج، فإنه أغض للبصر، وأحصن للفرج، ومن لم يستطع فعليه بالصوم

He did not say: "And whoever cannot afford it, let him seek help from his brothers." However, if he intends to ask from one who has appointed himself to help those getting married, there is nothing wrong with it, because this asking means merely informing about his situation. Moreover, the one to whom the question is directed is one who has appointed himself to help those getting married, so there is nothing wrong, and this is not considered blameworthy begging. Likewise, there is no harm in accepting donations from one who knows his situation, for there is no harm in this, because it did not occur through asking. In fact, he is allowed to accept zakah, because it is permissible to distribute zakah to a poor man who wants to marry and chaste himself.
