about a man touching and kissing his wife during Ramadan?

Machine translationRead the Arabic original
The Shaykh : This is an important question, and the answer varies depending on the individuals, whether it is a young man, especially if he is newly married, or an older man or an elderly man. The first category, as a precaution and out of caution, should stay away from what is lawful for him, from his wife, and from all causes that might lead him to what is forbidden for him, which is intercourse. This is because Aisha (may Allah be pleased with her), who narrated that the Prophet (peace and blessings be upon him) used to kiss his wives while fasting, said: "And who among you can control his desire as the Messenger of Allah (peace and blessings be upon him) could control his?"
So this is a type of physical contact, such as kissing. Kissing is permissible for an older man or an elderly man according to a single opinion, because it usually does not lead him to fall into what requires the major expiation, which is fasting two consecutive months if he has intercourse with his wife. Unlike a young man, who might fall into it. Therefore, it is said: "Whoever circles around the forbidden area is likely to fall into it." A young man should stay away from his wife throughout the day; this is as a precaution and out of caution. But if he kissed and did not go beyond that, there is nothing wrong with it, because the original ruling of kissing is permissible. It is only prohibited, as we said, as a means of blocking the means to harm. If we assume a strong young man, not only in his body, but also strong in his faith and his obedience to his Lord, so he knows the limits and does not cross them, then he is allowed everything that Allah (Mighty and Majestic) has not forbidden for the fasting person. And this "everything" is everything except intercourse. But the problem is controlling the reins, meaning for young people, this precaution is necessary. However, the original ruling is permissible. Therefore, when 'Umar ibn al-Khattab came to the Prophet (peace and blessings be upon him) one day and said to him: "I am ruined, O Messenger of Allah." He said:
What ruined you?! ما هلكك ؟!
. He said: "I lusted after my family and kissed." He said:
It is as if you had rinsed your mouth with water فما هو إلا كما لو تمضمضْتَ بالماء
or as he said (peace be upon him). He rinsed his mouth with water, but what? Nothing that breaks the fast entered the stomach; there is nothing wrong with it, but the important thing is for a person to stand by this hadith.
