Indeed, Allah confers blessing upon the Prophet, and His angels [ask Him to do so]. O you who have believed, ask [Allah to confer] blessing upon him and ask [Allah to grant him] peace. إِنَّ اللَّهَ وَمَلائِكَتَهُ يُصَلُّونَ عَلَى النَّبِيِّ يَا أَيُّهَا الَّذِينَ آمَنُوا صَلُّوا عَلَيْهِ وَسَلِّمُوا تَسْلِيمًا
[Al-Ahzab 33:56]
Is it obligatory for me to send blessings upon the Prophet (peace and blessings be upon him) in such a case?

Indeed, Allah confers blessing upon the Prophet, and His angels [ask Him to do so]. , this is a statement that is an innovation (bid'ah) and is not permissible for the mu'adhdhin to make a habit of, nor is it permissible for him to say it occasionally, because this was not reported from the Prophet (peace and blessings be upon him and his family) nor from his Rightly Guided Caliphs and the guided Companions. The adhan is sufficient as a call to prayer, for the Prophet (peace and blessings be upon him) said to a man:
He asked: Do you hear summons (adhan)? He said: Yes. هل تسمع النداء؟ قال: نعم. قال: أجب

And the mu'adhdhin says to the people, "Hasten to prayer," so there is no need for him to add another dhikr. This is regarding what the mu'adhdhin says of this phrase or any other after the adhan. As for the listener of the mu'adhdhin who says this phrase, it is not obligatory for him to follow him in that. However, it was reported from the Prophet (peace and blessings be upon him):
That Jibril said to him: May the nose of a man be ground in the dust who is mentioned in his presence and he does not send blessings upon you. Say: Ameen. So the Prophet (peace and blessings be upon him) said: Ameen. أن جبريل قال له: رغم أنف امرئٍ ذكرت عنده فلم يصل عليك، قل: آمين، فقال النبي صلى الله عليه وسلم: آمين
For this reason, some scholars held that whenever a person hears the mention of the Prophet (peace and blessings be upon him), it is obligatory for him to send blessings upon him, so that he does not fall into this curse that Jibril invoked and the Messenger of Allah (peace and blessings be upon him) said "Ameen" to.
