This naturally varies from one garment to another. If he cuts out some dresses that the tailor mostly believes are used by women when they go out of their homes, then in that case he is assisting in sin, and it is forbidden for him to do so. However, if it is what a woman uses in her home and in front of her husband, then it is permissible. Likewise, if he cuts out a jilbab known to be one that a woman would wear when she goes out, but this jilbab is tight and short, as some women affiliated with a certain group do, then he is also assisting in what is wrong. So this tailor is in a state of danger, and in my view, he is like a barber. The barber is exposed to shaving men's heads, and exposed to shaving beards. If he shaves beards, he commits a sin.
