Al-Halabi : How is the complete repentance of the owner of forbidden wealth to be carried out?

The Shaykh : It is done with two conditions. The first is that he disposes of this forbidden wealth. I do not mean by this disposal that he gives it to a specific person, even if that person is poor. Rather, I mean that he disposes of it by spending it in some of the public utilities. We have spoken much about public utilities, so there is no need to repeat the discussion here. This is the first condition. The second is that he repents to Allah (Mighty and Majestic) from this forbidden gain in which he disobeyed Allah (Mighty and Majestic), and that he resolves not to return to it again, no matter what the reasons or circumstances may be. And let him be at the point of the saying of His Blessed and Exalted:
And whoever fears Allah - He will make for him a way out (3) And will provide for him from where he does not expect. ومن يتق الله يجعل له مخرجًا ويرزقه من حيث لا يحتسب
[At-Talaq 65:2-3]
This is how one exits from forbidden wealth, whether this wealth is usurious or acquired by another unlawful method, such as those who sell forbidden things like intoxicants, narcotics, forbidden women’s clothing, and the like. This is the way to exit from this forbidden wealth.
