The Shaykh : Allah the Mighty and Majestic said:
that ذلك
This means the ruling; that is, this is the ruling
And if Allah had willed, He could have taken vengeance upon them [Himself], but [He ordered armed struggle] to test some of you by means of others ولو يشاء الله لانتصر منهم ولكن ليبلو بعضكم ببعض
[Muhammad 47:4]
But by His wisdom, He made the matter a back-and-forth between the Muslims and the disbelievers so that He might test some of them by means of others
But He wills to test you by means of one another ولكن ليبلو بعضكم ببعض
And when we look at this Sunnah, we find that it is a consistent Sunnah: Allah the Exalted tests people by means of one another, so He grants victory to these at times and to those at times. If Allah the Mighty and Majestic had willed, He would have taken revenge on the disbelievers and destroyed them all with a single word. But this would result in the loss of many benefits, among which is the wisdom of Allah the Mighty and Majestic, for among the wisdom of Allah is that the earth remains between a believer and a disbeliever. If all people were believers, faith would not have that value, for a person cannot be separated from his own kind. But if there are two paths, a path of disbelief and a path of faith, then the excellence of faith becomes clear and distinct. Another benefit is that if all people were believers, the door of jihad would be closed, would it not? If everyone were a believer, could one rise up to fight another? No. If all people were obedient, the door of enjoining good and forbidding evil would be closed, because there would be no evil, and at that point there would be no forbidding of evil and no neglect of good, and at that point there would be no enjoining of good. But among the wisdom of Allah the Mighty and Majestic is that He made the servants such that some are believers and some are disbelievers, so that He might test some of them by means of others.
