The Shaykh : The mention of the name on the slaughtered animal is required of the slaughterer himself, not of anyone else. If he slaughters without mentioning the name, the slaughtered animal is forbidden, even if those around him mention the name, based on the saying of the Prophet (peace and blessings be upon him):
and whoever has not yet slaughtered any, should slaughter a sacrifice and mention Allah's Name while doing so. ومن لم يذبح فليذبح باسم الله

Thus, the Prophet (peace and blessings be upon him) made the mention of the name part of the slaughterer’s duty, not the duty of anyone else.
And every slaughtered animal on which the name of Allah is not mentioned is forbidden, based on the saying of Allah the Exalted:
And do not eat of that upon which the name of Allah has not been mentioned, for indeed, it is grave disobedience. وَلا تَأْكُلُوا مِمَّا لَمْ يُذْكَرِ اسْمُ اللَّهِ عَلَيْهِ وَإِنَّهُ لَفِسْقٌ
[Al-An'am 6:121]
and the saying of the Prophet (peace and blessings be upon him):
(Use) whatever causes the blood to flow, mention the Name of Allah and eat, but (do not use) teeth or nails ما أنهر الدم وذكر اسم الله عليه فكل إلا السن والظفر

Thus, the Prophet (peace and blessings be upon him) made the mention of the name a condition, just as letting the blood flow is a condition.
And if the strangled animal is forbidden in the Book of Allah Mighty and Majestic, then what is not mentioned with the name of Allah is also forbidden. The verse we referred to earlier, which is the saying of Allah the Exalted:
And do not eat of that upon which the name of Allah has not been mentioned وَلا تَأْكُلُوا مِمَّا لَمْ يُذْكَرِ اسْمُ اللَّهِ عَلَيْهِ
[Al-An'am 6:121]
clearly indicates the prohibition of eating from what is not mentioned with the name of Allah.
