The questioner : May Allah reward you. This is a woman asking: A woman has a husband who does not provide for her or for her children who are with her, and she finds what she needs to spend on herself, but he prevents her from performing 'Umrah or visiting her relatives with her mahrams, while being strict with her. So, if she goes without his permission, is she sinful?

The Shaykh : Yes. As for the husband not providing for her, based on the fact that she has a salary or money, this is forbidden for him, because the husband must provide for his wife whether she is in financial difficulty or in financial ease, and this is necessary. This man is considered to be falling short in what is obligatory upon him. As for his preventing her from performing 'Umrah, he has the right to do so, due to the saying of the Prophet (peace and blessings be upon him):
It is not permissible for a woman to fast while her husband is present except with his permission. لا يحل لامرأة أن تصوم وزوجها شاهد إلا بإذنه
Sahih Ibn Hibban 16:144
If the Prophet (peace and blessings be upon him) prevented fasting, then 'Umrah is even more so, without a doubt. As for his preventing her from visiting her relatives, he does not have the right to do that, because maintaining family ties is obligatory, and she may disobey him in this, except if she sees that his prevention has a point of view, such as her going to her relatives ruining things for him, because some relatives are not good; if the woman goes to them, they start asking and discussing how your husband treats you and how he provides for you. If she says, "By Allah, he is a stingy man," they say, "Then why are you with this man? As long as he is a stingy man, leave him." So they ruin this woman for her husband. If he sees that she is affected if she goes to her family or relatives, and then he prevents her for this purpose, then this is correct and he has the right to do so. Yes.
