The Shaykh : Yes. As for the good deed, there is no doubt that it is multiplied tenfold in Makkah and elsewhere, and Allah the Exalted multiplies it and multiplies it to even more than that. As for the bad deed, it is not multiplied in number, neither in Makkah nor elsewhere. The evidence that it is not multiplied, neither in Makkah nor elsewhere, is the saying of Allah, Blessed and Exalted is He:
Whoever comes [on the Day of Judgement] with a good deed will have ten times the like thereof [to his credit], and whoever comes with an evil deed will not be recompensed except the like thereof; and they will not be wronged. من جاء بالحسنة فله عشر أمثالها و من جاء بالسيئة فلا يجزى إلا مثلها وهم لا يظلمون
[Al-An'am 6:160]
. This verse is in Surat al-An'am, and Surat al-An'am is a Meccan surah by consensus. Therefore, the bad deed is not multiplied in quantity in Makkah or elsewhere; one bad deed is counted as one. However, it is more painful if it is in Makkah, due to the saying of the Exalted:
