Question: Is the sin multiplied in Makkah just as the good deed is multiplied? And why is it multiplied in Makkah and not elsewhere?

Answer: The scriptural evidence indicates that good deeds are multiplied in the noble time, such as Ramadan and the first ten days of Dhul-Hijjah, and in the noble place, such as the two sacred sanctuaries. Thus, good deeds are greatly multiplied in Makkah.
It has come in the authentic hadith from the Prophet (peace and blessings be upon him) that he said:
One prayer in my mosque is better than one thousand prayers elsewhere, except the Sacred Mosque, and one prayer in the Sacred Mosque is better than one hundredصلاة في مسجدي هذا خير من ألف صلاة فيما سواه إلا المسجد الحرام، وصلاة في المسجد الحرام أفضل من مائة صلاة في مسجدي هذا

The remaining righteous deeds are multiplied, but no specific limit has been reported for them; the limit and specification came only for prayer. Whoever comes [on the Day of Judgement] with a good deed will have ten times the like thereof [to his credit], and whoever comes with an evil deed will not be recompensed except the like thereof; and they will not be wronged.مَن جَاء بِالْحَسَنَةِ فَلَهُ عَشْرُ أَمْثَالِهَا وَمَن جَاء بِالسَّيِّئَةِ فَلاَ يُجْزَى إِلاَّ مِثْلَهَا وَهُمْ لاَ يُظْلَمُونَ
[Al-An'am: 160]. So evil deeds are not multiplied in number, neither in Ramadan nor in the Sacred Precinct nor elsewhere; rather, one evil deed is always counted as one, and this is from His favor and His goodness.
But a sin in the sanctuary, a sin in Ramadan, and a sin in the first ten days of Dhul-Hijjah are greater in sin in terms of quality, not in terms of number. So a sin in Makkah is greater, bigger, and more severe in sin than a sin in Jeddah or Ta'if, for example, and a sin in Ramadan and a sin in the first ten days of Dhul-Hijjah are more severe and greater than a sin in Rajab or Sha'ban or the like. As for the good deeds, they are multiplied in both severity and number by the favor of Allah . And among what indicates the severity of the warning regarding an evil deed in the Sacred Precinct, and that an evil deed in the Sacred Precinct is great and severe, is the saying of Allah the Exalted:
and [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment.وَمَن يُرِدْ فِيهِ بِإِلْحَادٍ بِظُلْمٍ نُذِقْهُ مِنْ عَذَابٍ أَلِيمٍ
[Al-Hajj: 25]. This indicates that an evil deed in the Sacred Precinct is great, and even the intention to commit it carries this warning.
And if the one who intends to commit deviation in the sanctuary has a painful punishment, what is the state of the one who actually commits the deviation and commits sins and wrongs in the sanctuary? His sin will be greater than merely intending it. And all of this indicates to us that a sin in the sanctuary has a serious matter.
The word "deviation" (ilhad) covers every inclination toward falsehood, whether in creed or otherwise; because Allah the Exalted said:
and [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoingوَمَن يُرِدْ فِيهِ بِإِلْحَادٍ بِظُلْمٍ
[Al-Hajj 22:25]
and He negated all of it. So if one deviates in any deviation—and deviation is the inclination away from the truth—he is threatened with this warning.
And the inclination away from creed may lead to disbelief, in which case his sin is greater and his deviation is bigger. And the inclination may be toward one of the sins, such as drinking intoxicants, or zina, or undutifulness to parents, or one of them, in which case his punishment is lighter and less than the punishment of the disbeliever.
"With injustice" indicates that if it returns to injustice, then the matter is very serious. Injustice occurs in sins, and in transgressing against people, and by associating partners with Allah. So if his deviation is by injustice to himself through sins or through disbelief, this is a type of deviation. And if his deviation is by injustice to the servants through killing, or beating, or taking wealth, or cursing, or otherwise, this is another type. All of it is called deviation, and all of it is called injustice, and its owner is in great danger. But the deviation that is disbelief in Allah and exiting the circle of Islam is the most severe and greatest of them, as Allah (Glorified and Exalted is He) said:
Indeed, association [with him] is great injustice."إِنَّ الشِّرْكَ لَظُلْمٌ عَظِيمٌ
[Luqman: 13]. And Allah knows best.
