As for what follows: The Muslims have agreed that good deeds are multiplied in Makkah and elsewhere, based on the saying of Allah, the Exalted: [Al-An'am: 160] and His saying, the Most High: [Al-Baqarah: 261], as well as in other hadiths and verses. As for bad deeds, a single bad deed is counted as one and is not multiplied in number, neither in Makkah nor elsewhere, based on His saying, the Most High: [Al-An'am: 160]. He, the Exalted, generalized and did not exclude Makkah or any other place. However, the evidence from the Book and the Sunnah indicates that a bad deed differs in terms of its manner, not its quantity, but in terms of its manner. A bad deed in Makkah is greater and a larger sin than a bad deed elsewhere. Likewise, a bad deed in Madinah is greater and larger than a bad deed elsewhere. Likewise, a bad deed in a virtuous time, such as Ramadan and the first nine days of Dhul-Hijjah, is greater and a heavier sin than a bad deed in other times. This is what the evidence from the Shari'ah has brought, and it is indicated by the words of the scholars. For this reason, He, the Most High, said regarding Makkah: [Al-Hajj: 25]. He made the mere intention and desire to commit injustice in Makkah one of the causes of painful punishment. It is known that intention in other than Makkah does not lead to a person being held accountable if he does not act on it, as in the authentic hadith: But in Makkah, the Lord, the Exalted, said: : [Al-Hajj: 25]. Thus, He included the one who intends what he does not desire, which indicates that a bad deed in Makkah has a great danger and a major sin. Likewise, bad deeds in virtuous places, such as Al-Madinah Al-Munawwarah, and likewise in virtuous times, as mentioned earlier regarding Ramadan and the first nine days of Dhul-Hijjah, their punishment is more severe and their sin is greater.
Therefore, it is obligatory for the Muslim to beware of all bad deeds in every time and place, and his caution regarding bad deeds in Makkah, al-Madinah, and virtuous times should be more severe and greater, so that he is safe from that great sin. There is no power and no strength except with Allah. Yes.

مثَلُ الَّذِينَ يُنفِقُونَ أَمْوَالَهُمْ فِي سَبِيلِ اللَّهِ كَمَثَلِ حَبَّةٍ أَنْبَتَتْ سَبْعَ سَنَابِلَ فِي كُلِّ سُنْبُلَةٍ مِائَةُ حَبَّةٍ وَاللَّهُ يُضَاعِفُ لِمَنْ يَشَاءُand whoever comes with an evil deed will not be recompensed except the like thereof
وَمَنْ جَاءَ بِالسَّيِّئَةِ فَلا يُجْزَى إِلَّا مِثْلَهَاand [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment.
وَمَنْ يُرِدْ فِيهِ بِإِلْحَادٍ بِظُلْمٍ نُذِقْهُ مِنْ عَذَابٍ أَلِيمٍWhoever intends a bad deed and does not do it, it is not recorded against him. If he leaves it for the sake of pleasing Allah, a good deed is recorded for him.
من هم بسيئة فلم يفعلها، لم تكتب عليه، فإن تركها من أجل إرضاء الله، كتبت له حسنةand [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment.
