Is it permissible for a person in the state of ihram to shave or shorten his hair for himself?

Machine translationRead the Arabic original
The questioner : May Allah reward you. The questioner asks: Is it permissible for a person in the state of ihram to shave and shorten his hair for himself?

The Shaykh : Yes, it is permissible if he is skilled at it. For example, if a person performing 'Umrah has completed his tawaf and sa'y and wants to shorten his hair himself, there is nothing wrong with it. Or if he shaves his head himself, there is nothing wrong with it. But someone might ask: How do you permit him to shave his head when Allah the Exalted said:
And do not shave your heads ولا تحلقوا رؤوسكم
[Al-Baqarah 2:196]
We say: Because his shaving here is for the performance of what is commanded, not for the performance of what is forbidden. Are you with us, everyone? His shaving here is an act of what is commanded, not an act of what is forbidden, because he wants to shave in order to complete the command of Allah, Mighty and Majestic. Yes.
