The questioner : I performed Hajj with my husband in the year 1409. After we stoned the pillars on the twelfth day, we headed to the city of Jeddah. The next day, we prayed the midday prayer, then headed to Makkah to perform the farewell circumambulation, and then to head to our place of residence. However, before we left Jeddah, some non-mahram men shook my hand. I was unable to renew my ablution, and I performed the farewell circumambulation of the Ka'bah while in this state. What is the ruling on this circumambulation of mine? What are the consequences for me? And if there is an expiation, is it permissible for me to send its value to the mujahideen, or not?

The Shaykh : I say that the departure of this woman and her husband to Jeddah before the farewell circumambulation requires consideration. Is Jeddah their place of residence? If Jeddah is their place of residence, then if they left Makkah for it before the farewell circumambulation, it is forbidden, and their return and circumambulation afterward does not benefit them. Rather, they must pay a fidyah (ransom payment) that is slaughtered in Makkah and distributed to the poor. Each of them must slaughter a sheep in Makkah and distribute it to the poor. This is if Jeddah is their place of residence. But if it is not their place of residence, and they went there for a need, with the intention of returning to Makkah, performing the farewell circumambulation, and then leaving for their place of residence, then they owe nothing.
As for what you mentioned about her shaking hands with some men before the circumambulation, and then performing the circumambulation without ablution, that does not harm the circumambulation. This is because a woman touching a man, or a man touching a woman, does not invalidate the ablution, even if it is with desire, according to the stronger opinion.
However, her shaking hands with non-mahram men is forbidden for her. It is not permissible for her to uncover her face or to shake hands with non-mahram men, even if her hands were covered with gloves or something else. It is obligatory for her to repent to Allah for what she did in shaking hands with non-mahram men, and not to return to such an act.
Here I point out a serious issue in this matter, which is that some people have become accustomed to the husband's brother shaking hands with his sister-in-law, or shaking hands with his cousin's daughter. This is a bad, forbidden custom. It is not permissible for a woman to shake hands with a man who is not one of her mahram (relatives one may not marry), ever, even if he is her cousin, her maternal cousin, her paternal cousin, her maternal aunt's son, her husband's brother, or her sister's husband. All of this is forbidden and not permissible. And Satan flows through the son of Adam as blood flows.
Someone might say: I shake hands with her, and I am innocent, and I am confident in myself that my desire will not be aroused and that I will not enjoy touching her. We say to him: Even if that were the case, because this matter is very sensitive, and Satan flows through the son of Adam as blood flows. For this reason, it came in the hadith:
A man is not alone with a woman but the third of them is Ash-Shaitan لا يخلون رجل بامرأة إلا كان الشيطان ثالثهما

And what do you think of two people, when Satan is the third among them?
Likewise, if a man touches a woman, Satan will cause movements in his heart, even if he is far from her, but he is in danger. For this reason, I warn against a woman shaking hands with someone who is not one of her mahram.
Someone might say: If I avoid this, and she extends her hand to me, and I say this is not permissible, it will affect the relationship between me and her, or between me and her father if she is my cousin, or between me and my brother if she is his wife, or something similar?
I say to him:
Do you fear them? But Allah has more right that you should fear Him أَتَخْشَوْنَهُمْ فَاللَّهُ أَحَقُّ أَنْ تَخْشَوْهُ
[At-Tawbah 9:13]
And Allah the Exalted said to His Prophet Muhammad (peace and blessings be upon him), the most noble of creation:
and fear Allah," while you concealed within yourself that which Allah is to disclose. And you feared the people, while Allah has more right that you fear Him. وَاتَّقِ اللَّهَ وَتُخْفِي فِي نَفْسِكَ مَا اللَّهُ مُبْدِيهِ وَتَخْشَى النَّاسَ وَاللَّهُ أَحَقُّ أَنْ تَخْشَاهُ
[Al-Ahzab 33:37]
And if your relatives, whether a brother or a cousin, or either of them, find it in their hearts against you if you do what is right or avoid what is wrong, let it be so, let it be so. There is no sin on you; rather, the sin is on them. The sin is on them from two angles:
The second angle: that they found it in their hearts against you because you did what the Shari'ah requires. And any person who dislikes someone for doing what the Shari'ah requires—rather, what should be done with the one who does what the Shari'ah requires, especially when it goes against customs, is that this man should be honored, respected, and given high status. He should have a higher and more elevated position in our hearts than his previous position.
The second point is that they are angry with you because you did what the Shari'ah requires. Any person who dislikes someone for doing what the Shari'ah requires is wrong. Rather, what should be done with one who does what the Shari'ah requires, especially when it goes against custom, is that this man should be honored, respected, and given a higher and more elevated status in our hearts than he had before.
