The Shaykh : The scholars have differed on this issue.

The questioner : Yes.

The Shaykh : The issue is what happens if a traveler intends to stay for a period of more than four days, or five days, or ten days, or fifteen days, or nineteen days, according to the disagreement among them, which amounts to about twenty opinions. The stronger position is that as long as a person has not intended a permanent residence or settlement, he is a traveler, even if he intends to stay for three or four years. He shortens his prayer, wipes over his leather socks for three days and nights, combines prayers, and also breaks his fast in Ramadan. However, it is not recommended for him to delay making up the fasts until the second Ramadan, because if he does so, he is exposed to neglecting an obligatory duty, as the months accumulate on him, and the more months accumulate, the less motivated he becomes to perform this obligation. Therefore, we see that he should not delay it until the second Ramadan, even if he is traveling, because he is able to fast during the winter days, as winter days will inevitably pass for him. He should make up what he missed from Ramadan during the winter days, and the intended purpose will be achieved.
