The Shaykh : Marriage is obligatory for every person who is able to perform it and fears fitnah (trial, discord or temptation) if he leaves it, because avoiding fitnah is obligatory, and whatever is necessary to complete an obligation is itself obligatory. For this reason, the jurists (may Allah have mercy on them) explicitly stated: “It is obligatory for one who fears committing zina (unlawful sexual intercourse) if he leaves it to get married.”
As for one who does not fear zina for himself, but has desire and is able, it is strongly recommended (mustahabb) for him to marry. Even if it were said to be obligatory in this case, there would be a valid basis for that, because the Prophet (peace and blessings be upon him) commanded it in his statement:Mishkat al-Masabih 3080.
