The questioner : In the name of Allah, the Most Gracious, the Most Merciful.
We are a group of young men who have come from the Noble Makkah to visit you. Peace be upon you, people of al-Qasim in general, and upon your eminence in particular. We also convey to you the greetings from the Noble Makkah and its people. In truth, there is a request here, O Shaykh. It is some of the advice you direct to the youth of Makkah, specifically the residents of the Noble Makkah, the House of Allah. We live in one of the neighborhoods that is full of evil and what contradicts the command of Allah, Mighty and Majestic. May Allah guide you to what He loves and is pleased with?

The Shaykh : Yes, and upon you and them be peace. We miss Makkah greatly, and Madinah greatly. It is obligatory for all the servants of Allah, Mighty and Majestic, to be true servants of Allah, to obey His command and avoid His prohibition, especially in Makkah, in which Allah the Exalted said:
and [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment. ومن يرد فيه بإلحاد بظلم نذقه من عذاب أليم
[Al-Hajj 22:25]
Therefore, sins in Makkah are greater in crime and greater in sin, even if they are not multiplied in quantity, they are multiplied in quality. And I warn those you mentioned, if they exist, of the consequences of the evil of their deeds. It is obligatory for you to advise them first. If they fulfill the obligation, that is what is required. If they do not fulfill the obligation, then there are other authorities to whom you should refer the matter, because Allah says:
And fear a trial which will not strike those who have wronged among you exclusively واتقوا فتنة لا تصيبن الذين ظلموا منكم خاصة
[Al-Anfal 8:25]
So, the silence of people regarding evil, while having the ability to change it, is a cause for the punishment of Allah, Mighty and Majestic, and a cause for fitnah (trial, discord or temptation). And a person is tested in his religion more than he has ever been tested. So, it is obligatory for you now, may Allah bless you, to offer sincere advice. If they are guided, that is what is required. If they are not guided, it is obligatory that they be referred to the rulers, and it will be, if Allah wills, from the rulers what will please the eyes of the believers.
