What is the ruling on delaying the regular voluntary prayers (rawatib) to another time? For example, when the time for the midday prayer (Zuhr) ends, one begins the regular voluntary prayer during the time of the afternoon prayer ('Asr), or from the sunset prayer (Maghrib) to the night prayer ('Isha')?

The Shaykh : I will give you a rule that will benefit you, if Allah wills. Every time-bound act of worship, if a person delays it from its time without an excuse, it will not be accepted from him, whether it is obligatory or voluntary. Are the regular voluntary prayers (rawatib) time-bound or not time-bound?
