The Shaykh : No, the farewell tawaf is not obligatory for one who enters Makkah without entering the state of ihram. It is only obligatory for one who enters Makkah in the state of ihram, for Hajj or for 'Umrah. This is provided that he did not depart from his 'Umrah immediately after completing it. If he departed from his 'Umrah immediately after completing it, meaning that he performed the tawaf and sa'y, and then shortened his hair or shaved it, and then got in his car to return, then the farewell tawaf is not obligatory upon him. That is, the first tawaf is sufficient for him.
