. In some verses it is
We sent down to you أنزلنا إليك
. Do the two prepositions have the same meaning? Or do they differ? The answer: The original rule for things that differ in wording is that they differ in meaning. This is the original rule because the wording is to the meanings what a garment is to a person. So if we find two words that have the same transitive function but differ in wording, the original rule is that they differ in meaning. So His saying
Indeed, We have revealed to you إنا أنزلنا إليك
[An-Nisa 4:105]
indicates that the limit of the revelation is to the Messenger of Allah (peace and blessings be upon him and his family), and it does not extend to others. And His saying
Upon you عليك
indicates that the revelation... to the Prophet (peace and blessings be upon him) until he absorbed it, as if it descended into the soul of the Messenger (may Allah's prayer and peace be upon him). Have you not read the saying of Allah the Exalted:
(193) The Trustworthy Spirit has brought it down (194) Upon your heart, [O Muhammad] - that you may be of the warners - نزل به الروح الأمين على قلبك
[Ash-Shu'ara 26:193-194]
? And He did not say "to your heart." This is the difference. And His saying
to you the Book عليك الكتاب
: The Book here is the Noble Qur'an. It is called a Book because it is written in the Preserved Tablet, in the scrolls in the hands of the angels, and in the scrolls in our hands. And with this, "fa'al" is in the meaning of "maf'ul" (passive). And this pattern, namely "fa'al" in the meaning of "maf'ul," occurs frequently in the Arabic language. From it

The Shaykh : "farash" in the meaning of "mufarash" (spread out), "kiswah" (covering)... and "bina' " in the meaning of "mabni" (built), and "ghiras" in the meaning of "maghruus" (planted). And it has examples. Good, he says
the Book for the people in truth الكتاب للناس بالحق
[Az-Zumar 39:41]
. The "lam" here is for specification or for transitivity. Both are permissible. This and that. The meaning is that Allah revealed the Book to Muhammad (peace and blessings be upon him and his family) so that the people would be guided by it and benefit from it. And that is the case, for the people benefited from this Qur'an with a benefit that no other benefit matches. The Quraysh community was of no worth among the nations. They were humble and poor. They had a journey to Sham in the summer and to Yemen in the winter, because they had no movement, no trade, and no wealth. And with the mission of the Prophet (peace and blessings be upon him and his family) and with this Qur'an, they became the masters of the nations.
Did He not find you an orphan and give [you] refuge? ألم يجدك يتيما فآوى
[Ad-Duhaa 93:6]
means "He sheltered you and sheltered you with [Him]," so you became the father of the people after you were an orphan with no father. And for this we say "Awa" (sheltered) omitted the object for the sake of generality, meaning "He sheltered you and sheltered you with [Him]."
And He found you lost and guided [you], ووجدك ضالا فهدى
[Ad-Duhaa 93:7]
Who did He guide? He guided you and guided you with [Him].
And He found you poor and made [you] self-sufficient. ووجدك عائلا فأغنى
[Ad-Duhaa 93:8]
means "He enriched you and enriched you with [Him]." And for this the Prophet (peace and blessings be upon him) said to the Ansar: "And you were a burden, so Allah enriched you with Me"... So the Prophet (peace and blessings be upon him) came with blessing for his Ummah. And for this he said
to you the Book for the people عليك الكتاب للناس
[Az-Zumar 39:41]
. And His saying
with the truth بالحق
has two meanings. "With the truth" means that what this Qur'an brought is the truth. And the truth is truthfulness in reports and justice in rulings. Allah the Exalted said:
And the word of your Lord has been fulfilled in truth and in justice وتمت كلمت ربك صدقا وعدلا
[Al-An'am 6:115]
. This means that this Qur'an descended with the truth and came with the truth. And what is that? Truthfulness in reports and justice in rulings. The second meaning of "with the truth" is that it... with the truth, meaning that its descent is truth and there is no falsehood in it. Like His saying the Exalted:
(210) And the devils have not brought the revelation down. (211) It is not allowable for them, nor would they be able. (212) Indeed they, from [its] hearing, are removed. وما تنزلت به الشياطين وما ينبغي لهم وما يستطيعون إنهم عن السمع لمعزولون
[Ash-Shu'ara 26:210-212]
. So "with the truth" has two meanings. The first

The Shaykh : No, this returns to the first meaning, meaning that its descent is truth and not falsehood. For falsehood does not overtake it.
Falsehood cannot approach it from before it or from behind it لا يأتيه الباطل من بين يديه ولا من خلفه
[Fussilat 41:42]
. And I recited to you the saying of Allah the Exalted:
(210) And the devils have not brought the revelation down. (211) It is not allowable for them, nor would they be able. (212) Indeed they, from [its] hearing, are removed. وما تنزلت به الشياطين وما ينبغي لهم وما يستطيعون إنهم عن السمع لمعزولون
[Ash-Shu'ara 26:210-212]
. Unlike the reports of the fortune-tellers. The reports of the fortune-tellers are all from the devils.
