Allah the Exalted said:
But when there came to them Our visible signs فَلَمَّا جَاءَتْهُمْ آيَاتُنَا مُبْصِرَةً
[Surat al-Naml: 13].
When they came to them فَلَمَّا جَاءَتْهُمْ
The pronoun refers to Pharaoh and his people.
And His saying:
Our signs آيَاتُنَا
means: the signs indicating the truth of Moses (peace and blessings be upon him) in his message, and the rightness of what he called to, because the signs by which Allah sent Moses indicate two things: the truth of Moses, which is support for him, and the correctness of what he brought.
So these signs include both matters, and His saying:
Clear مُبْصِرَةً
the author explained it as: "meaning: bright and clear".
Here, the word *mubshirah* is an active participle, and the verb here is *abbara*. So, are the signs themselves the ones with sight, or is *mubshirah* one that causes others to see by them? Which is more eloquent? The second is more eloquent: that it causes others to see by them. Meaning: it makes others see.
So these signs are themselves apparent and clear, and the one who sees them sees by them. For this reason, we say:
Clear مُبْصِرَةً
it means that it is seeing in itself and causes sight in others.
When these seeing signs came to them, the answer was:
They said: This قَالُوا هَذَا
meaning: what came to us. They did not say: "Which of these signs?" in order to include everything, this that came to us from the signs, and others from the signs "
Magic, clear سِحْرٌ مُبِينٌ
[Surat al-Naml: 13] is clear"

They said: This is magic قَالُوا هَذَا سِحْرٌ
[Surat al-Naml: 13] Magic in the Arabic language means: anything whose cause becomes hidden... whatever is hidden in cause and subtle is called magic.
For this reason, Ibn Kathir mentioned the categories of magic in his tafsir, and mentioned among the types of magic clocks... the clocks that have developed into what you see now, because their cause is hidden. You have now clocks that run by themselves, this hand, or more than that, the latest electronic ones. What makes this screw, when you press it, change the date to another time, or show you the date of the month or day? If it had come at a different time, people would have been amazed by it.
The student: Meaning: it would be recommended magic.

The Shaykh : This is called magic linguistically, but legally it is not magic, because magic legally is a term for knots, incantations, and ruqyah that affect the body or mind of the one enchanted, perhaps making him ill, perhaps killing him, or perhaps making him insane. This is magic.
Here, their saying—this saying of Pharaoh and his people—:
They said: This is magic قَالُوا هَذَا سِحْرٌ
[Surat al-Naml: 13] What do they intend by this? Real legal magic or linguistic magic? Real legal magic, because they said to him:
No matter what sign you bring us with which to bewitch us, we will not be believers in you." مَهْمَا تَأْتِنَا بِهِ مِنْ آيَةٍ لِتَسْحَرَنَا بِهَا فَمَا نَحْنُ لَكَ بِمُؤْمِنِينَ
[Surat al-A'raf: 132] refuge with Allah.
So they said this
They said, "This is clear magic." قَالُوا هَذَا سِحْرٌ مُبِينٌ
[Surat al-Naml: 13] and this answer did not come from Pharaoh alone, but all the deniers of the messengers said this. Allah the Exalted said in Surat al-Dhariyat:
Similarly, there came not to those before them any messenger except that they said, "A magician or a madman." كَذَلِكَ مَا أَتَى الَّذِينَ مِنْ قَبْلِهِمْ مِنْ رَسُولٍ إِلَّا قَالُوا سَاحِرٌ أَوْ مَجْنُونٌ
[Surat al-Dhariyat: 52] All the previous messengers, their people said this:
Did they agree upon it? أَتَوَاصَوْا بِهِ
[Surat al-Dhariyat: 53]? No, they did not agree upon it, but the common shared trait is tyranny
Rather, they [themselves] are a transgressing people. بَلْ هُمْ قَوْمٌ طَاغُونَ
[Surat al-Dhariyat: 53].
